Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from different nations. Immense energy is allocated on containing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington operates on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its favour in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a total frontline collapse until conditions improve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
